KMP Express Highway News-The Chairmanship of Cabinet Sub Committee of Infrastructure Haryana Chief Minister MANOHAR LAL KHATTAR approved the construction of KUNDLI-MANESAR-PALWAL Expressway Project

The Chairmanship of Cabinet Sub Committee on Infrastructure is Haryana Chief Minister MANOHAR LAL KHATTAR.  He approved the construction project of 83.32 kilometer six-lined KUNDLI-MANESAR Section of 136-km long KUNDLI-MANESAR-PALWAL Expressway Project spanning five districts.


The Chairmanship of the Cabinet Sub Committee KHATTAR comprises the Minister of Education RAM BILAS SHARMA, the Minister of Finance Captain ABHIMANYU, the Minister of Public Works RAO NARBIR Singh and State’s Minister for Welfare of Scheduled Castes and BC. (Backward Classes) KRISHAN KUMAR BEDI.

The Managing Director of Haryana of State Infrastructure and Industrial Development Corporation (HSIIDC) VINEET GARG informed the CSC that the project involves the construction of a WIDE six-lane expressway instead of the earlier proposed four-lane road. They informed that the approx. cost of total project as per the calculation of net present value of the minimum cost would come to a total sum of Rs 1,680 crore, which is less than the estimated project cost of Rs 1,863 crore.

The project’s financial consultants M/s. ALMONDZ described the project details involving the annuity period of 17 years, including the time of construction period will be 2.5 years. The time period for obtaining financial closure has been prescribed as the date of completion of construction will be August 2018.

It was informed in the meeting that M/s ESSEL Infra projects Ltd  has quoted that the Semi Annual Amount of Rs 157.50 crore, which is  Rs 25.86 crore less to the internal assessment of Rs 183.36 crore with 15 per cent as compared, EIRR Tender for 83.320 kilometers KUNDLI-MANESAR Section was invited on Fixed Semi-Annual basis. The four other agencies which participated in the bidding process are M/s IL and FS Transportation Network Limited, M/s Oriental Structural Engineers Private Limited, M/s SHAPOORJI PALLONJI Roads Private Limited and M/s ASHOKA BUILDCON Limited.

On January 31, 2006 it was told in the meeting that the KUNDLI-MANESAR-PALWAL (KMP) Expressway project was earlier allotted to the concessionaire M/s 
KMP Expressway Ltd. The date of completion of the project and the commercial operation date were fixed July 29, 2009 with a time period of toll collection for 20 years and 9 months. But the concessionaire couldn’t complete the work even in the end of December 2014. It was also told that in the meeting that the Supreme Court in its order had directed the state government to award the project’s contract to new Concessionaire urgently dated January 30, 2015,. Subsequently, the M/s KMP Expressway Limited’s Concession Agreement was terminated on March 19, 2015.

In the meeting, it was told that the work of MANESAR-PALWAL Section has already awarded to M/s KCC BUILDCON Private Limited – DILIP BUILDCON Private Limited (JV). The work on expressway has been started and was likely to be completed by January 2016.

The 136-km-long KUNDLI-MANESAR-PALWAL Expressway is going to pass through five districts of SONIPAT, JHAJJAR, GURHOAN, MEWAT and PALWAL districts. While the MANESAR-PALWAL Section was completed in nine months, the KUNDLI-MANESAR section would be completed in a period of 30 months. The Haryana State Infrastructural and Industrial Development Corporation is the executing agency of the development of this Expressway.

The completion of this project has not only provided high speed link to Northern Haryana with its Southern Districts and also reduce the traffic near Delhi from the Country’s Northern parts to other regions, thus reducing pollution tremendously.
